The terms of the individual directors to serve on the board of the department shall be staggered as provided in Indiana law. The terms of the first director shall end on December 31, 1994, the term of the second director shall end on December 31, 1995; and the term of the third director shall end on December 31, 1996. All successor terms will be for a period of three years. Not more than two directors of the department of stormwater management shall be from the same political party as provided by Indiana law. The board shall be filled by one member coming from the membership of the town council, and the remaining two members shall be selected from the general public and citizenry of the town who reside within the boundaries of the special taxing district established herein.
