Each purchasing agency shall act as the purchasing agency for purchases under twenty-five thousand dollars, or within such limits as may be changed from time to time by statute, for purchases made for such department, administrative office, board or commission, and within such limitations and restrictions as prescribed by IC 5-22 and within such budgetary restraints as shall be established by the town.
