In the event that the parties fail to reach an agreement, either party may request mediation assistance from the Federal Mediation and Conciliation Service. If neither party does so or an attempt at mediation does not result in an agreement, each party shall submit its final proposal to the town council. The council shall, as the duly elected representative of the citizens of Speedway, determine which proposal to approve either as submitted or as modified and amended.
Any collective bargaining agreement shall not be effective unless and until approved by the town council. (Ord. 1031 §3, 2005).
