Any applicant proposing to lease space on his land to patrons of the “500” Mile Race or the Brickyard 400 shall agree in his application not to permit or condone such conduct or acts as described in the preceding sections. Failure to sign such agreement shall be grounds for refusal to issue the license by the clerk-treasurer and if such conduct or acts occur, they may be considered by the town council as grounds for denying a license in subsequent years.
