Except as provided in Section 5.12.140, no person shall engage in the business of operating a taxicab upon the streets of the town without first obtaining a license therefor, or shall any licensee operate a taxicab, unless the individual taxicab license certificate is clearly and conspicuously displayed inside the taxicab at all times during such operation.
