No person shall burn noncombustible refuse or dangerous materials within the town limits. “Refuse” is defined as rubbish, plant life, trade waste and trash. “Noncombustible refuse” is that which will not ignite and burn. “Dangerous materials” are those which are capable of exploding, detonating or creating a foul or offensive odor upon combustion.
