A dump is hereby defined as any land used or availed of for the use of disposing of trash, scrap, refuse, or waste articles by placing the articles on or under the land. Cinders, ashes, sand, gravel, old concrete, bricks, mortar and similar substances are to be considered “trash, scrap, refuse, or waste articles” under this chapter if they have been abandoned and are not placed on the land for immediate use, (Ord. 364 § 2, 1966).
