No person, persons, or corporation who is the owner, bailee, or possessor of any waste, trash, or refuse shall knowingly allow it to be dumped on any real estate within the corporate limits of the town unless the owner of the real estate holds a permit to operate a dump, which permit was issued pursuant to Section 6.20.020.
