All fees or penalties prescribed for the issuance of permits, licenses or certificates; or for the inspection of plans, premises or equipment, under any provisions of this chapter shall be paid to the clerk-treasurer of the town of Speedway and the clerk-treasurer shall then forward the amount received to the city controller of the city of Indianapolis.
