Any person or corporation having a legitimate business purpose for detonating dynamite, nitroglycerin or other explosives within the town limits may apply to the board of trustees at any regular meeting of the board for a permit allowing the use of explosives; and, notwithstanding any other provision of his chapter to the contrary, persons detonating dynamite, nitroglycerin or other explosives after having obtained a permit shall not be in violation of this chapter.
