It shall constitute a public nuisance for any person to operate or maintain a dancehall or amusement location in such a way as to permit or condone noisy, disorderly, or riotous behavior by persons who assemble on property occupied by such dancehall or amusement location, to the annoyance or disturbance of the neighborhood, or permitting or condoning the destruction or damage of adjoining property by such persons.
