The prohibition of Sections 10.16.010, 10,16.020 and 10.16.030 shall not apply where it is necessary and unavoidable in the delivery and pickup of goods and materials to drive on streets other than those set forth in Sections 10.16.010, 10.16.020 and 10.16.030, but, in such cases, the vehicles shall be driven over the shortest route possible, and shall, in no event, remain on the street beyond the closest intersection with a street named in Sections 10.16.010, 10.16.020 and 10.16.030.
