(a) It is illegal and unlawful for any person driving a vehicle eastward along West Sixteenth Street in the vicinity of Cunningham Road to at any time do the following:
(1) To turn left along West Sixteenth Street at the westernmost corner of the irregular triangular strip of land situated at the intersection of West Sixteenth Street and Cunningham Drive and enter that portion of West Sixteenth Street between said point and Cunningham Drive, or to continue onward therefrom and enter Cunningham Drive from West Sixteenth Street at the northernmost point of said strip of land;
(2) To enter Cunningham Drive by turning left from West Sixteenth Street at the easternmost corner of the irregular triangular strip of land situated at the intersection of West Sixteenth Street and Cunningham Drive.
(b) It is illegal and unlawful for any person driving a vehicle and exiting from the Speedway Plaza Shopping Center, located west of Cunningham Drive and south of Crawfordsville Road, to enter Cunningham Drive by turning left from the Speedway Plaza Shopping Center entrance located closest to Crawfordsville Road.
