For any written report including the accident reports that may be requested from the police department, the department shall be entitled to charge a fee of five dollars for each such report. Such fee shall be deposited in a separate account to be known as the “accident report account,” and it may be expended at the discretion of the chief of police for any department purpose reasonably related to the keeping of accident reports and records, or for the prevention of street and highway accidents.
