The franchise fee of twenty dollars per vehicle towed shall not apply to vehicles which are towed as the result of an accident, nor to vehicles which are not released to the owner, operator or authorized representative of the vehicle, nor to a physically disabled motorist whose vehicle is towed at the request of the owner where the motorist is disabled by reason of a physical disability not associated with the consumption of alcohol.
