A permittee may not transfer rights-of-way access permits without prior written approval of the town. Any person that proposes to purchase or otherwise acquire telecommunications and/or public utility facilities must file a rights-of-way access permit application with the town and obtain approval from the town for the transfer of the rights-of-way access permits.
