The applicant for permit will be reviewed by the police department, whose recommendations will be considered by the clerk-treasurer in granting or rejecting the permit. The permit, if granted, shall fix the amount of encroachment by the dumpsters and its location on any public street, thoroughfare or public alley, the period of time (with both a beginning date and an ending date) during which such dumpster may be so located and any requirements for safety precautions to be displayed on or about such dumpster.
