Any person, persons, firm, corporation or organization placing a dumpster within a public street, thoroughfare or public alley within the town without first obtaining a permit from the town or, having obtained a permit, violating any of the conditions of such permit shall be fined a sum of fifty dollars per day for each day that such violation continues.
