The following charge is established for the services associated with the town sewage works system:
Nonsufficient Funds Charge. Any user that submits a check or other instrument for payment of a sewer utility bill and said check or other instrument is returned by the bank as not honored or designated nonsufficient funds then the user shall be assessed an NSF charge in the amount of twenty-five dollars. Any user that is assessed two NSF charges in a twelve-month period may be required by the clerk-treasurer to submit all future payments for utility services in cash or money order.
