The rates and charges as revised and fixed by the ordinance codified herein shall become effective for services rendered prior to and billed on and after the passage effective date of the ordinance codified in this chapter. (Ord. 1046 §4, 2005: Ord. 983 §4, 2002: Ord. 925 §2, 2000).
