Permission to construct or install a water well may be denied in any instance, except upon the written agreement of any person applying therefor that:
(a) Such water as provided by a well is unavailable from the town water supply and is necessary for the potential user;
(b) Such person will allow his use of water to be metered to determine the amount of his sewer service rates in accordance with the town's applicable Sewer service rates and charges;
(c) Such person will pay the cost of the installation of said water meter; and
(d) Such person will pay the applicable sewer service rates and charges for the privilege and use of the towns sanitary sewer system based upon his metered water usage. (Ord. 445 § 2, 1970).
