Chapter 13.32 INDUSTRIAL WASTES
13.32.040 Liability for surcharges.
(a) Each user who discharges industrial waste into the sanitary sewer
system shall be subject to a surcharge based on the biochemical oxygen demand
(B.O.D.), the total oil and grease and the suspended solids contents of the
wastes.
Maximum levels of acceptance, measured at the source, beyond which a
surcharge will be applied (“surcharge limit”) are as
follows:

(b) For the purpose of computing the cost to the town for handling and
treating industrial wastes in excess of the established limits, the following
unit prices shall be used on and after the indicated dates:
(1) B.O.D.,
twenty-two cents per pound;
(2) Total oil and grease, twenty-two cents per
pound;
(3) Suspended solids, twenty-two cents per pound.
(c) The unit
prices and the industrial waste components to be used in computing the costs to
the town on a unit price basis are subject to revision as required to correspond
to current costs and experience. Revisions on the cost of the surcharge may be
computed annually and shall be based on treatment plant operating costs and
plant investment less accumulated depreciation. (Ord. 822 § 3, 1994: Ord.
